Capitol Hill Scouts

Organizational Mission and Operating Statement

Name

The name of the Chartered Organization for Pack 230, Troop 500 and Venturing Crew 500 shall be Capitol Hill Scouts.

 

Purpose

To provide youth-run programs with adequate adult support so as to allow for exciting and safe events that will attract interested youth from the community.  The commitment of the adult members of Capitol Hill Scouts is that they will provide support to the program, and leadership for meetings and events.

 

Membership

Capitol Hill Scouts will comprise the combined membership of Pack 230, Troop 500 and Venturing Crew 500, and will be open to all members of the community who meet the qualifications of the Boy Scouts of America. All leaders of the units must be registered with the Boy Scouts of America.  The Pack Committee, Troop Committee or Venturing Crew Committee, (“the Committee”) may restrict any youth or adult from activities for cause.  If there is an incident or pattern of behavior that is brought to the attention of the Committee where a person feels that the youth or adult leader has acted in a manner that shows a lack of regard for the Scout Law, a meeting between the youth, or adult, and the Committee will be scheduled.  Both the youth and the youth’s parents, plus the entire Committee, must be notified of the time and place of the meeting, and the meeting must be attended by at least three fourths of the Committee.  Any action of the Committee shall be final, and not subject to any appeals.  The Committee may exclude an adult leader temporarily until such a meeting can be scheduled.

 

Leadership Practice

In accordance with Boy Scouts of America policy, our Pack, Troop and Venturing Crew will always maintain at a minimum two-deep leadership for all functions, events, meetings, outings, etc.  Should there be an occasion where a second adult cannot be with the group, for any reason, the group must return home as quickly as possible.

 

Finances

Capitol Hill Scouts and its units, Pack 230, Troop 500 and Venturing Crew 500, will be self-sustaining at all times.  Capitol Hill Scouts, Pack 230, Troop 500 or Venturing Crew 500 may not borrow money from any person or organization at any time.  If there are insufficient funds in the treasury to cover an outing or purchase, the expenditure may not be made.  Any contributions made to Capitol Hill Scouts, Pack 230, Troop 500 or Venturing Crew 500 are accepted without any recourse, and the funds may be used at the sole discretion of the Committee.  Any contribution is accepted with the understanding that the contribution will not be returned, even if demanded by the person making the contribution.

 

Leadership

Capitol Hill Scouts will elect a Chartered Organization Representative and its units will maintain the following positions:

·    Executive Officer (Institutional Head, for rechartering)

·    Committee Chair

·    Committee Secretary

·    Committee Treasurer

·    Committee Members

·    Cubmaster and Assistant Cubmaster (Pack)

·    Scoutmaster and Assistant Scoutmasters (Troop)

·    Crew Advisor and Associate Advisors (Venturing Crew)

 

An individual may serve in only one of these positions at any time.  All positions will be effective for one year, corresponding to the next annual charter period following the Annual Meeting.  Any adult may volunteer for any position, but the Committee must approve all positions by a majority vote of those present. Anyone who accepts the responsibility of serving in any of these positions must be trained and certified as required for the specific position, before the end of the next annual charter period.

 

Annual Meeting

Capitol Hill Scouts will have an Annual Meeting each June.  All members of Capitol Hill Scouts, Pack 230, Troop 500 and Venturing Crew 500 must be notified as to the time and place for the Annual Meeting.  At the Annual Meeting, leadership positions will be assigned, finances reviewed, and a report made by the Cubmaster, Scoutmaster and Venturing Crew Advisor as to the condition of the units.  The members of Capitol Hill Scouts will decide the future of the Pack, Troop and Venturing Crew by a simple majority vote at the Annual Meeting.
